Harold Piatt  -  CEO/Owner

Harold Piatt is the CEO of PSI and a former Commander for the Austin Police Department with over 29 years experience including organized crime, SWAT, general investigations and patrol services.  Commissioned by the City of Austin in 1979-2009, he was commander of the well-known 6th St. Entertainment District and implemented the procedures used to control large event crowds.  Some of which included Maradi Gras, Halloween Night, Y2K celebration, and the George Bush inauguration, with crowd estimates in excess of 200,000.  He holds a Bachelor of Arts with a major in Criminal Justice, a Certificate of Public Management from Southwest Texas State University, a Police Executive Research Form (PERF), from Kennedy School of Government at Harvard, West Point Leadership Academy, Austin Police Department, 5th United States Army Non-Commissioned Officers Academy, TEEX's Unified Command/Weapons of Mass Destruction/Major Incident Management.  He is a member of the IAAM (International Association of Assembly Managers) and has the following Certifications:

  • Piatt served as primary analyst for G.S.F.G (Groups of Soviet Forces, Germany) and the Soviet desk from 1973 through 1976.  He has taught Soviet small unit tactics to U.S. forces assigned to NATO,  He developed the Down Town Area Command (DTAC).  DTAC was created to deal with the special problems associated with the 6th Street Entertainment District, the University of Texas, the State Capital, along with the downtown business community in Austin.  As a result of those efforts the overall UCR crime statistics dropped city wide. PIATT also developed the prototype crowd control unit (Mobil Field Force) that has now become the current Crowd Management Team  He over saw all undercover narcotics operations and implemented OCDETF (drug interdiction) programs with DEA, IRS FBI, ATF and the JTTF(joint terrorism task force)
  • SWAT sniper team, Advanced Accident Investigation and Reconstruction, patrol services.
  • Helped create Austin's first gang data base.
  • Repeat Offender Program a unit created under a Federal grant with the mission of tracking the activities of career criminals and arresting those that continue to be involved in felony criminal acts.
  • Developed DTAC a model used to create the South Central and North Central Commands based on non-traditional staffing and patrol requirements. The DTAC plan led to a 33% reduction in overall crime.
  • Integrity Crimes, Child Abuse, and Sexual Assault units.


Along with his civilian achievements Piatt also has an extensive Military background of:
  • U.S. Army (active duty) 1971 through 1977. 
  • Intelligence Analyst. Primary analyst for G.S.F.G (Groups of Soviet Forces, Germany) and the Soviet desk from 1973 through 1976.
  • Taught Soviet small unit tactics to U.S. forces assigned to NATO..Security Clearance: Top Secret, Special Intelligence(code word and informants) NATO (North Atlantic Treaty Organization plans and operations) and Crypto (encryption and coding devices)
  • Provided Intelligence Support Service to U.S. Military personnel in Europe to include analytical declarations, training




Dale Toler  -  CFO/Owner

Dale Toler is CFO of PSI and a former Sergeant and Detective for the Austin Police Department with over 29 years of experience and like his partner maintained a leadership role in numerous areas of the Austin Police Department such as SWAT, patrol, Bomb Squad, and bike patrol for the 6th Street Entertainment District  Commissioned by the City of Austin in 1979-2009, he planned and implemented law enforcement responses to large-scale crowds and held the acclimated position as SWAT Instructor, Firearms (Pistol & Automatic) Instructor and sniper, SWAT Team Leader and participated in many successful tactical operations.  Toler is also an Associate Professor specializing in Criminal Justice for Austin Community College.  He graduated with a Masters in Criminal Justice from Texas State University in 1995, a Bachelors of Liberal Studies with a major in Criminal Justice from St. Edwards University in 2001 and he graduated from West Point Leadership Academy, Austin Police Department in 2002 and holds certifications in the following:

Dale served as a Detective for the Austin Police Department from 1999 to 2003 and specializes in interrogation, criminal investigation and served in the Internal Affairs office during that time period.  During his tenure with the Austin Police Department, Toler implemented, executed and developed technical skills, legal understanding and ethical status as well as short term responses to community needs  He served on committees that were directed at improvement of the educational programs delivered by ACC.  During his service in SWAT Toler persuaded the Austin Police Department to modernize and improve the ability and tools of the SWAT Team. During this period the SWAT Team procured advanced tools and weapons specially designed for tactical operations. He also sought out advanced training programs and professional organizations which helped to craft a unique 'esprit de corps'. 



Beatrice (Bebe) Rocha Piatt  -  Security Manager

Bebe Piatt has over 15 years combined experience in an array of public service positions. She is a former commissioned peace officer for the State of Texas Parks and Wildlife Division.  She has worked as an investigator for Child Protective Services. 
Served as an Emergency 911 Operator for the Austin Police Department and is a former Patient Navigator for the American Cancer Society.  Ms. Piatt has a Bachelor of Arts in Criminal Justice from St. Edward's University, Austin, TX.
